COLLEGE STATION, Texas — The College Station City Council has unanimously approved new zoning for 1,266 acres by the Pebble Creek neighborhood, clearing the way for Savannah Oaks, a master-planned community on the south side of the city.

The vote came Thursday, Oct. 22. Developer Silverfin Land Development plans new homes, apartments, businesses and parks on the land, which borders Lick Creek Park and runs along almost a mile of Highway 6.

Silverfin has put the long-term community value of the project in a range of $1.6 billion to $2.05 billion, with room for a commercial area worth up to $350 million. The company spent a little more than a year working with city staff on the framework.

City planners listed several extras the developer agreed to as part of the rezoning. Landscape buffers will be half again as wide and more heavily planted, the landscape point requirement goes up by 10%, internally lit cabinet signs are banned, and every canopy tree must be a native species watered by smart irrigation controllers.

The plan had to be redrawn after the council voted in April to take a planned extension of Pebble Creek Parkway out of the city’s road plans. Neighbors had pushed back on that road, warning about cut-through traffic and safety for children who walk and bike in the neighborhood, and the developer had to rethink how streets in Savannah Oaks would connect.

Silverfin’s design ties neighborhood sidewalks into greenway trails that link to nearby property, and council members praised the developer for folding the city’s park system into the project. Construction schedules have not been announced yet; Silverfin is expected to release them later.
