From 1977 to 1980, Miller served as the third Aggie president, during which he was instrumental in advancing the university’s mission. His leadership extended beyond the campus, as he took on the role of director of the Texas Agricultural Experiment Station, overseeing important research and development efforts in agricultural science. He also played a vital role in international development through contracts with the U.S. Agency for International Development in countries such as Argentina and the Dominican Republic.
In 1980, he was appointed by Texas Governor Bill Clements to lead the Office of Budget and Planning for the “Texas 2000” initiative, and subsequently became director of the Office of Budget and Planning in 1982. His efforts during this time were crucial in shaping the direction of Texas’ fiscal policies.
Dr. Miller remained engaged with the Aggie community throughout his life, being recognized as an Outstanding Alumnus of the College of Agriculture and Life Sciences. His contributions were celebrated with his induction into the Department of Agricultural Economics’ Tyrus R. Timm Honor Registry, highlighting his impact on agricultural studies.
Additionally, he served as vice president of the Sul Ross Group and acted as a Class Agent for his Class of 1950. Outside of his association with Texas A&M, Dr. Miller contributed to the community through his involvement at A&M United Methodist Church, where he served as a teacher, board chair, and building committee chair. As a charter member and president of the Aggieland Rotary Club, he was known for his service-oriented mindset, holding memberships in Rotary clubs in both Bryan and downtown Austin.
His impressive service to the university and the community earned him the title of Distinguished Alumnus of Texas A&M, the highest honor for a former student. Dr. Miller is survived by his daughters: Susan Miller Hult, Kathleen Miller Gibson ’81, Margaret Miller Moten ’83, and Carolyn Miller McCully. His legacy also includes grandchildren such as Sarah Gibson ’15, as well as a family history intertwined with Texas A&M; his father Richard Cook Miller graduated in 1926, his brother Richard Wade Miller graduated in 1953, and his great-uncle Demrie B. Miller was a member of the Class of 1900.
